This is my first attempt out of 40+ seeds only 22 made it.(water + napkin)
They started growing but some have died i dont know why the stems break and start dying I have some crappy cell phone pics...
I used miracle grow and just put bottled water when its dry and leave them next to the window to get some sun
Hopefully somebody can help me out before they all eventually die :(

You need more light - the seedlings are stretching for light, the stems elongate "looking" for light until they are too weak to resist the force of weight, resulting in a bent over seedling.
Once you have more light, I would transplant and bury the stem, leaving only about 1 - 2 inches of visible stem, the rest buried under soil. The stem that was buried will regenerate roots and the seedling will be more stable.
Looks like you'll have to some searching on these forums in the basic grow section to get an idea of how much light. (I would go the CFL route - cheap and easy).

Use tap water, not bottled water. Bottled water has some salt in it, and plants don't like that.
They didn't have enough light.

i take them outside now since the morning and i added more dirt too.
What are my next steps?
Just wait a couple more weeks and trasnpant them to a 3 gallon pot (no miracle grow moisture control?)

No need to go to a 3 gallon pot. A 1 gallon will be plenty big until you get ready to flower and then only if you know the sex of the plant. By going to a 3 gallon pot you will only be wasting potting soil.
I don't know where the notion of putting seeds on wet napkins to germinate came from but it sure is not natural. All you really need to do is take a 16oz plastic cup poke a couple of holes in the bottom, fill it 2/3 full of potting soil, drop a seed in a hole 1/2 inch deep, water with 3-4oz of ph'd only water and place under your favorite shop light. Just spritz the surface of the soil with ph'd water everyday for 3-7 days. If the seeds are viable they will germ no problem.

True on the wasting soil:thumbsup:
I have 3 seeds a cup. Wont the roots tangle up ?
So im going to start using tap water(let it sit for 1 hour ) then..
