I think brown tips is usually from a little bit of nutrient burn. If you are using pre-fertilized soil this can happen, or if you use a little too much ferts. Try plain water for your watering and see if it quits happening.
Are you in flower or in veg? The leaves provide sugar to your plant. If there is a leaf blocking the light to a bud you may want to either tuck it out of the way or if the leaf is yellow then cut it off. But a green leaf is working hard pumping sugar into the plant. If you are in veg, then a new branch blocked by a leaf isn't the leader and it won't grow much anyway unless you trim the plant in such a way as to make it the new leader.

its in veg stage, its been growing for 3-4 months and is about a meter high, how big should it grow before its in the flowering stage? should i cut the top off it to let it bush out?

The question really doesn't have anything to do with how old the plant is. Generally speaking as long as a plant is at least about 3-5 weeks long its ready to flower just as long as the environment allows for it (around atleast 12 hours of darkness usually). How long its going to flower is strain dependent; indicas are usually around 7-9 weeks and sativas go from about to 10-16 usually.
The yellowing/browning can easily be from over fert, what and how are you feeding it and sometimes when new leaves tips brown or yellow it can be a nutrient deficiency but that's more uncommon. Feed them a little later then you usually would and give a really good watering in between and you should be good.
If you want to make it bushier and top it go ahead but be careful and make sure everything is sterile. When you actually cut it be efficient about it and don't hesitate when you go for the cut. If its you first time doing it I'd really only make a few cuts at most you don't want to shock the plant too badly.

My rule of thumb is that the plant should be about 12" high before you flower it. By the time it's done, it is typically about 36" high. Since you're outdoors, you can grow those suckers as high as you want. The brown leaf tips are definitely nute burning, so just give those plants just distilled water for a while until they start to look needy for nutes. Be careful about topping those plants. Research if the particular variety you're growing should be topped or not. I had a friend that topped four plants that are supposed to be topped, and he got as much off them as the 16 plants he didn't top. Some like it, some don't.
