lower watt hps bulb

I have access to some 1500 watt his light but they wil be too hot for my setup. Can I put 600 watt bulbs in them?

I've seen it done but it shortens the life of the bulb.

Dramatically? Like is it worth doing? And would the energy consumption be based on the bulb or the ballast?
