Fill out the troubleshooting form so people know more about your setup and then you will get some responses. I don't grow in soil so I have no advice other than that for you, sorry.

Well one thing i would do is put those into two seperate pots without disturbing the roots to bad.

i have the two plants in there in case one turns males, then i will remove it. they are maybe 20 days old under cfl lamps using soil.

I'd put money on the problem being that you have both in the same pot.

Your plants' roots are competing with each other for space and nutrients. One plants roots will strangle the others and it will continue to have stunted growth and possibly cause you far worse problems for both plants down the road.

Also, there is not enough soil in that pot fyi. It should be up to about 1" below the top of the pot. Generally when putting your soil in the pot you can fill it right to the very top or very close to it, and it will compact down quite quickly once you start adding water to it.
