I have an inline fan and ballast with wires that need power, how?

What sort of "power source" am I looking for here if the only connection the fan and my ballast have are open copper wires?

Is this just like, strip down an extension cord and connect it?

If it was me I'd go to the hardware store and buy "male" cord end's...but a person could "splice" an old electric cord,however the fire risk goes way up.
