how would i use this for flourecent tubes?

you can't they are made for standard light bulbs or CFLs. You could get a dual ballast fluorescent that can run 2 bulbs in the same ballast.

You wouldn't. They are made for medium base bulbs. ie. Screw in Cfls. No tubes splitters that I know of.
