Controlling humidity

Aside from a dehumidifier, how can you control humidity?

Are there simple/inexpensive ways to higher/lower it?

Does the frequency of watering have anything to do with this?

Well when my plant starts its day (When i turn lights on) i put water on the floor (its concrete) and im sure that helps. or you can go to walmart and get a humdifyer for about 20-40 dollors.
