Help Choosing Lights?

Ok, this is going to be my first time growing and I am on a very limited budget, about $30 - $40(just for light,though). I know that i am not going to be able to grow some killer bud right away with the small amount of money that I have but any weed is sounding good to me right now (just moved to a new city:().
I have read a couple of grow guides and it seems like the only lights I can afford are CFL.

I am aiming for 3 to 4 plants, Is it possible to grow plants (somewhat) efficiently with the lights I could afford? Also, what lights should I buy?

Decent quality CFL's (I'm NOT talking about Walmart specials) will set you back $8-10 a piece. So you've got enough for 4-5 bulbs, assuming you don't also need fixtures to put them in. Thats's enough for one or two plants.

You can probably get them cheaper on line. But definitely go for the better quality lights. I bought a bunch of cheap bulbs on my first grow and ended up replacing several of them within a few weeks because they quit working.
