Is this stuff sufficient enough to use during the veg stage?

Comes in a spray bottle and it says to spray once a week onto the leaves and soil until damp.

Its breakdown is 0.03-0.002-0.02
Nitrogen-Available Phosphate-Soluble Potash

what about feeding then? I only give it 250mL every other day but how much should i put in? It says like 1-3 tablespoons/gallon? Im also starting on molasses today...
