Seeds need to be in the dark and keep them warm and moist..
Dark, Warm, Moist.... they will grow... give them 5-14 day.. keep them moist!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

A 40 watt floro bulb is not gonna get you much past the seedling stage, if you plan to grow floro then go to a hardware store and pick up some 4 ft cool white flos, about £10/$20 each, there about 60 watts each i believe.
I would get four, that would probably be enough to do a couple of plants.
Good luck
