Exhaust is #1 importance. You need an exhaust most of all- and it has to be big enough to handle heat from whatever lamp you use. Passive intake is okay but you MUST have active exhaust.

What is the size of your grow space that you are using?
Are you using an air cooled hood or cool tube?
Are you exhausting outside the room (sealed exhaust ducting)?
how far away are the lights from where you're measuring the temperature?
What is the ambient temperature of the area outside your grow environment?
Is your ballast sitting inside your grow area?
You said you bought a fan.. What kind of fan did you buy? Is it an Inline Fan, squirrel cage fan, computer fan, box fan? etc etc. How many CFM's is it rated for? And again back to question #1.. what size is your grow space.

There is a lot of info you've left out that is relevant to the question you're asking.
