These are quite good for growing, it's just that you won't be able to have a lot of plants under that. They are = to 400w incandescent.

Usually a 1000w HPS will cover that space, so I guess that won't be enough.
In the Cannabis FAQs / FAQ , Recipes, Medical Marijuana (http://cannabis.com/faqs) you can see this...
A 250 watt HID will illuminate a 2' x 2' garden.
A 400 watt HID will illuminate a 3' x 3' garden.
A 600 watt HID will illuminate a 3.5' x 3.5' garden.
A 1000 watt HID will illuminate a 4' x 4' garden.
WATTAGE -- COVERAGE
1000 watt - 4 to 5 feet across (1.3 to 1.5 meters)
600 watt - 3.5 feet (1 meter)
400 watt - 2.5 possibly 3 feet (.8 to .9 m)
250 watt - 2 feet (.6-.7 m)
175 watt - small, less than 2 feet
And this is for some High Density Discharge lamps, with you're CFL the problem you got is reaching the lower leafs, the light is not strong enough to penetrate the plant all the way down. You may think about adding some CFL or T5 on the side of the plants.
This is a really good explanation of the thing: Text (http://cannabis.com/growing/lighting-What_are_compact_fluorescents_and_how_can_i_use_th em_for_growing.html)
This part explain a little more of HID vs. CFL: Text (http://cannabis.com/growing/lighting-HID_vs_fluorescents.html)
Hope this help, even if you don't really want to ear it, because it mostly means you need more and/or different lighting for that size of garden. You may thing about getting a smaller garden or add more lights/lumen. The key to a good grow is patience, information, reading, good environment and again patience ! Browse a little bit the FAQs, this is the 1st link in this post, it may answer a lot of you're questions. If you have some time come and see my 1st grow in my signature link.
