This look like to be a small plant for more than 1 month. Do you start you're count to the day of germination or the day you put them in the soil ?
What is the size on the container you are using right now ?
You're soil don't seem to be only dirt, what is it ?

I know that some person in the forum had problems with miracle grow... I think it's because the soil is too rich in nutriment for young seedlings, that may be why it's not growing too fast. But the plant seem healthy, I see no trace of overfert.

The fan only might be you're problem, if the plant don't have enough Co2 it will not grow normally.

the leaves seem to be curly, might be a sign, and slight browning on the bottom

the deep ridges in the leaves might pose a warning too

Looks to me like you have insufficient lighting. Get yourself a 4 tube fluorescent fixture and 2 each cool white and warm white bulbs, and hang them close to the plants.

Plant below is Lemon Skunk, 30 days from seed going into the dirt, 6 tube 4 foot T5 HO light, mixed cool/warm bulbs

Edit

Soil is a local potting mix with no added nutes, perlite added, and nutes are Fox Farm Grow big at half strength.. Clones (please let it be a girl!) will go into hempy buckets.
