Whats the best way to start a seed

I use the paper towel method and I heard good and bad thing by doing it this way. So I was wondering what is the best way of starting a seed.

I've never been able to germinate seeds in water or towels. I don't know if it's something in my water but only directly in soil have I gotten them to sprout.
