I currently have a 1000w mh/hps ballast with a cheapo alum-wing reflector. I need to downgrade to a 250 or 400w HPS setup (security reasons), and im wondering if I could still use the reflector (and plug attached to it to plug it in to a ballast) for different watt lights? I know I cant use the ballast, but if I could just buy 250/400w ballast and light bulb and just use the reflector I have already id save some $.

Reflector: Yes. In fact, a batwing on a K is crappy and with a K you should be running air-coolable anyway. When you are ready to rock n roll again, buy a whole new reflector for your K, and use your 400 for vegging with a MH bulb. If you spend the extra couple bucks now (really, it's very little difference!) and grab a switchable ballast that can run either MH or HPS, you then have a piece of equipment that you will want in the future anyway!
Socket: Most likely. Check the prong configuration on the plug.
