i just germinated my seeds with the wet paper towel method, and one of my roots is nearly broken in the middle, what should i do with it.

also will i even yield anything this late in new york state if i plant now?

yeah you should still be good to grow now, not to late in the season yet, they will just bud when they are a little bit smaller then they would be. and i hate the paper towel method personally, I just put seeds in a seed starting thing (you can use an empty egg carton if you don't have any at your disposal) just put dirt in it and transplant after the second set of leaves. broken roots should be fine though just give it a little extra attention. if not you haven't lost to much time so just try again. best of luck.

I started one in late July last year, and got a 1/4 of bud off of it.

I think that this would be a perfect time in NY. I am pretty sure you are out of the woods as far as frost goes and you have plenty of time to get the plant to maturation. Get some good nutes and good luck!
