Now that sad , I 've noticed that the leaves started to get down a bit and some discoloration has beginned to show like Nitrogen defficency. (compared to my book )

I have also co2 on a lot so just making sure you have the complete picture.

I have 48 plants under 3 1000 W on soil. I have the runoof plates on all the time ( don't know if this is good ? )

I will post some pics later but for now , it looks like toxic buildup probably , locking out Some nutrients.

Not sure what you mean by runoff plates, but a couple things struck me.
Runoff = 7.0 is on the high side. For soil, you want to get that down to 6.4-6.8. For soilless, like promix, do 6.2-6.6.
Are you letting the soil get a little dry between waterings?
If you suspect salting, a flush will fix that, plus you can adjust the pH of the soil at the same time by running water at pH 6.7 through for your flush. Then feed immediately with a 1/2 strength complete fertilizer, and return to your original feeding schedule after the soil has had a bit of time to dry out from the flush.

Run of plates is the plate under the pot that doesn't allow water wet the floor.Runnof water usually sits there until it dries.

To lower my PH in the soil , should i just use water with a lower PH than the runnof ?

I usually grow hydro , so I am a bit new in soil. This is how I would fix it in hydro.

Could too much CO 2 get plants with leaves down ?

I will put on the pictures by tomorrow ,
