9 weeks wasted

A friend of mine had a couple plants one week into12/12 and discovered there was going to be an annual inspection of his residence very soon. My question is there some way to switch back to 18/6 to recover 1 mother? this is his first grow and is completely bummed. So any advice would be appreciated.

If you plan on revegging, I'd put the lights on 24/0 and start feeding with a N-rich fertilizer. You can switch to 18/6, but it may take slightly longer to revert back to foliage production. Either way, to answer your question; yes, it can be done.
