The CPF are about 20 watts in real watts all should/may be work for one plant if small.
Note the serface area of the bulb plus the way there made. Also the lumen level fall real fast after the first 30 day. But great for closets or hall way lights.
Full service 40 watt ballast full service 38 watt cool white , then warm white.
NOTE do not buy the wattsavors a waste of money.
MG potting soil is great but not for POT it will burn them , its made for started plants.
The mixture of perlite, vermulite, reg potting mix, is a better way to go
The carbon filter will work great if its a large size ,due to the smell of budding pot. Some strains will kill the filter quickly. If done right the smell is out of this world.

I thought T5's were 55watts each, giving you 55 watts per plant. (Are the 2' bulbs less wattage?) I assumed you were using 4' lights. With your soil I'd stay away from any nutes,as there is probably more than you need already in the soil.

Sanclem's talking relative lumen intensity between 1w flo and 1w HID.
Capacity, not consumption.
