ok, I've got two 18 gallon rubberaid tubs painted white on the inside with a 60mm intake fan at the bottom, and a 30mm fan at the top.So my question is would two 15watt 900 lumen cfl bulbs be enough light for one or two plants?

You need to get the 6 - 26 watt CFL's and that makes 156Watts for use in a rubbermaid grow box. See google post on Rubbermaid Stealth growbox

18 gallon rubbermaid = 2.7 ft^2 (at least that's what mine is) if you wanted 50 watts per square foot then you'd be shooting for 156 watts as jon101 says. Of course if you position the bulbs correctly you might be able to get away with less, or, if you have two 15 watts already, add a package of three 26 watts as well (they are ~$9 for 3. Five lights should be enough for one or two small plants, depending on the strain, how you train them, etc etc etc
I say use what ya got and get 2 more perhaps. 30 watts might grow one small small plant in a 10 inch pot if that's literally all you can get your hands on, but 108 watts for $9 could get you two bushes.
