I have seen TREMENDOUS success with rockwool, and soil...

I concur with Garden Knowm, I have a 100% germ rate in rockwool, used in conjunction with a propagation mat. Wether you are growing in soil or hydro rockwool is best for starting your seeds. BUT you MUST condition the rockwool first, I use Europonic Rockwool Conditioner, it's great.
PS. Whatever you do don't use peat pellets, they stay way too wet, and will mold the seeds.

heres how i germinate my seeds and ive had 2 failures in 5 years of growing.

Personally I beleive there is no better way to germinate seeds than dropping them in a cup of water in a warm place for a day or two until theyve sprouted then placing straight into the soil :)
i also believe this is the best way.
