Well this is my second grow ever. The first one I completed outdoors on my balcony, but with Steven Harpers new drug strategy, we thought it'd be safer to do our grows indoors, in our closet.

Here's a crude diagram of the setup I've been thinking of (below)

Some points about the diagram
-bars on the left are power bars
-Circles are fans, arrows is fan direction... Top fan is blowing into an attic
We have a tight budget so were going to start off with Fluro's then maybe switch the top light for an hps later

Now for some questions
1. Should I just attach a carbon filter and vent exhaust into the attic or do I need to vent it outside?

2.Are there any celing fans that plug in to an outlet, or will I just have to hang a fan pointing up?

3. Is it alright if I just use 3-4'' fans for everything or will I need something like a squirrel cage fan going in/out

I believe that's it... once it's all set up I'll be doing a grow journal with pics.

Also, what is better for growing... the 2 3' tubes or 5-6 CFL's?

Well personally i wouldnt use any but if you must use one of the 2 then i would definently go with the CFL's but you will have to make a few changes with your plan because i wouldnt put the CFL's more than 2 inches away from the plant(s). And depending on the number of plants you may need a few more bulbs...

alright, for the number of plants I'd say we go through 3/4 of an ounce every week, how many CFL's would you reccommend?

lol nevermind, we decided to go with the cfls for vegging and a 250w hps for flowering but how big of a yield can I expext in maybe a SoG build?

looks like a good design, i would try to vent outside if possible. As far as a fan, you can buy an ac fan that just wires to a standard lamp cord but you have to look at how many cfm you need, and if noise is going to be a worry, there are many choices for a fan. Yield depends on so many factors that i cant offer you any advice. How many, what strain, training or topping, soil?
All in all it sounds good, good luck!
