uhhhh dude you need a ballast... those cost like more than a hundred bux at least. and youre gonna want a hood too, so lets say you still got a good 150 bux to spend. and thats only if you can find some used stuff... of course, im assuming youre talking HID (high intensity discharge)
AND DON'T BUY THE WRONG BALLAST. make sure you get one that can use both hps and mh if you dont know which bulb you have. if you know, just get a ballast that supports it

go with the ice cap 250 MH metal halide. It's a very trustworthy ballast and can run for 24/7, for years without trouble.

Do you wanna run Flo's or HID lighting? I can't or anyone else, for that matter, point you in the right direction without knowing your intentions. i made an assumtion. My fault..... With a 10 dollar budget? Maybe some fluorescent bulbs. Home Depot has 3-packs for less than 10 bucks. That would be Flo's.

Go to home depot and look at the bulb section. shop around. The one in the pic is at most 20 watts. If it's more it's not much more. You can get 3 bulbs that will give you the equivalent of 100 watts plus some.

no. incandescent (regular bulbs) lighting is near-useless for plants.
10$ is a short budget, and its gonna be 100$ or more for a proper HID rig, even through 1000bulbs.com
go out and buy a bunch of cool white/daylight cfls (enough to have 3 per plant). and wire them up on some chains so you can raise lower em above plants.
finally, look around the site for more info.
