Can you post a pic of the whole plant, and not with the extension .bmp?
That's a lot of plant for not even a month old.
What is the soil?
What is the fert? Are you mixing it according to the bottle instructions?
What is the pH of your soil? (Doesn't actually look like pH prob)
Are you letting hte soil dry out a bit between waterings?
Looks a bit overwatered. You got a built in drip tray under that plant? I'm concerned that either you're watering too often or drainage is insufficient or both.
I'm moving this to 'problems'.

I know its about 11in at 3 weeks is that normal?
The soil is miracle grow potting soil.
same with the fert. miracle grow liquid houseplant food.
I have been letting the soil dry i believe i usually let a full day grow between waterings, and i have drainage rocks at the bottom of my pots.

Rocks don't help. They just take up space. The soil fills up the spaces between the rocks after the first heavy watering so you're back to the same spot again.
Miracle gro is just really nto that great.
A full day is usually not enough to let the soil dry out. I have a hard time believing that the soil is DRY after one day... can you still feel any dampness in it about 2 inches below the surface after that time?
