Flowering time starts at light change or bud forming?

Like the title says, I was wondering if advertised flowering times are starting from 12/12 light switch or when buds begin to form (about two weeks later)?

Curious to find if I've been rushing plants.

Day 1 of 12/12 ,
Doesn't take 2 weeks for buds to form either unless theres a problem .

Probably depends alot on strain , enviroment , growing style , nutes , and total watts . I usually have buds in a weeks time myself .
