how many cfm would i need to properly ventalate a 24 cubed foot space aprox 2d x 3h x 4w
and how many cfms would i need to properly ventalate a 400 watt cool tube ... suggestions ideas links are all welcome. the quieter the better

You only need one fan. Push the air through the cooltube with that fan which is, at the same time, sucking air from inside your cab, making it the exhaust fan too.
I've got a 4" Vortex centrifugal fan (http://www.hydrowarehouse.com/catalog/product_info.php/cPath/5/products_id/798) connected directly to my 400w cooltube then exhausting thru 6" ducts to the outside charcoal filter. The fan and cooltube are mounted to a board which can be raised and lowered to raise/lower the light. The whole assembly, including the 6" elbow I have on the other end of the cooltube, measures 45" long by 9" high. You could decrease the overall length by 8" if you used a 16" cooltube, as mine is 24".
The 172cfm fan is overkill. I don't need that many cfm's. Unfortunately, the next size down fan is a 6" inline fan (http://www.hydrowarehouse.com/catalog/product_info.php/cPath/5/products_id/181), and those things are kinda cheesy. BTW, even though that inline fan says 250 cfm, that's the rating if you install it in a htg/ac duct and it is boosting air that is already moving. You'll probably actually only get around 100 cfm from that fan. On the plus side, it's a LOT quieter than the centrifugal fan.
