As for uploading an avatar, make sure it is under 25K and less than 100x100 pixels, then click the "User CP" button (just above "Post Reply" at the top of the page), click "Edit Avatar" in the control panel on the left side of that page, where you can upload the image from your computer.

As for avatars, I just use pictures of stuff I like, then cut out a certain part, and upload it. Like for this one, I went to [/url][url=http://images.google.com]Google images (http://images.google.com) and looked up 'the critic'. Found a picture, and cut out his head. Resized it to 100X100, and I was good to go.
I get my pictures usually from google or from band sites.
