Leaving comments

Can anyone point me in the direction on how to leave comments to fellow forum members. I have been searching and it is now leading to frustration!

leave some rep..it is on the upper right where the scales are...

In other words in the green bar at the top of each member's post, click on the scales on the right hand side and it will allow you to give rep and enter short text in a comment box that is only for the posting member to see in their User CP screen...
