Germination - to planting lights?

Guys,

i just wanted to ask what you do with your newly planted seed? I just germed a new seed and have just planted it, do you guys recommend keeping it under the cfl's or just in normal light until the sprouts pops up and then the CFL's?

I looked and couldnt find too much around here.

Edit: I am not looking to grow a huge plant so i am hoping it doesnt get to lanky off the start. I right now just have the newly planted seed in a Styrofoam cup and under just my kitchen lights. Is this right?

I put them directly under the CFLs and in my system as soon as they are cracked.
