seaweed extract

A buddy gave me some technaflora's seaweed extract and I'm wondering at what point in the life cycle is seaweed extract most bernificial? And what is the best way to to feed, foliar or mix in with nutrients?

Is it best during veg or flowering?
The back of the bottle is pretty non-discript.

it is equally as beneficial for veg and flowering. its also great mixed in or as a foliar spray.
