Lights at Wal-Mart

are there any lights at wal mart that are strong enough to just grow a small plant?

use half dozen 23watt or up cfl
but have to configure a hood to hold lights
can use less light fixtures and use y connectors

Also when you get the lights from walmart I do believe the kelvin for veg is 6500 k cool white and the 2500 k warm white for flower.I might have the kelvins backwards for the stages so if iI do im sorry so if I am thanks to whoever corrects me.
