does a 70 W HPS bulb need a special lamp to work in, or will it work in say a desk lamp? :)

No...they need a special "lamp".... HID (HPS/MH) bulbs need same watt ballast.

(example...70 watt HPS bulb needs 70 watt HPS ballast)
