In an open area in my room that me and my dad are setting up for
me to grow, can i just have a carbon filter hanging with a fan blowing
into it for it to completely remove odour as it would in a box or closet?

Sure- just size filter/fan for the entire space.
I actually prefer to run carbon as a recirc scrubber- no stink when you open the door.

He is saying he does what you are asking about: he uses the filter and a fan in a room to recirculate and scrub (deodorize) the air without it exhausting.

Ive heard things about using a cup of water with a little bit of sugar in it produces a small amount of CO2. Is this true?

That doesn't really fit with this thread. You need to check out the yeast CO2 generator threads, just do a search.
