Extractor fans.
Put one fan inside the grow space, then the output of the fan should go... outside.
Have a 'input' of fresh air near the bottom of the grow space if possible.

low ambient temps coming in the intakes.. proper ventilation and air cooled reflector would help.

would seem to me putting an intake next to the lights would help too. It would blow cooling air over the bulb(s) and since the air coming in is naturally gonna be colder t hen the air going out it'll sink to the bottom of the grow space.

Well, if lighting isn't that much of a problem for you. CFLs hardly even get warm. Just food for thought.

Put an intake vent by the floor and exhaust vent on the ceiling with an intake fan.

I "second" the motion for you to use cfl's in a space like that. Once you've got a couple of grows under your belt, then go to an HPS. You'll be much more knowlegable and better prepared to deal with whatever heat issues you run into. Good Luck!
