I have 3 26w and 1 13w (CFL's) Running for my flowering, does anyone know if that will be enough for decent buds on 1 plant?

you should beable to grow a pretty decent plant. might be alittle airy depending on height.

That sounds exactly like a setup my friend used. He got around 1 oz from his only plant. The quality was not good, no smell, very little potency, but I think that's because it was bagseed. I've been curious for a long time and haven't seen a satisfactory answer.. someone experienced please tell me the straight dope... can low light make decent yield but low quality? Or is quality really just genetic?

I would go ahead and add a couple more lights the plant will love it. If you don't it might stretch.

Try keep the lights close if you have good air circulation. With good venting try about 2 inches.

try 1 inch above the plant for best results using clfs

my friend gave me a 400w hps, i just need to get a ballast for it, anyone know the costs of such an item?

I would try to get a used ballast check ebay. If you can't find one on there just Yahoo! it. You can get them pretty damn cheap on some of these online stores.
