Where to hang lights?

Ok I have two medium size plants in flowering about 2 weeks, and I have 7 big 42watt CFL's over them now my question is should I hang all 7 just above the tops of the plants (an inch) or should I keep it like I have it now, over the major bud spots kinda scatterd around the plants.

I would recommend to try one way this time and the opposite next time and see for yourself what is better.:)

I have always grown spreading the cfls around the plant so every spot was getting light, but looking at some PICS I seen alot of people grouping the cfls together and just hanging them over the top, I also thought it could be differnt in stages like veg and flowering cus in veg your growing for size and then when its in flowering your growing the size of the buds (don't get me wrong I know the plants grows in flowering too).
