no they wouldnt because of the grandfathering rules in the US...like when the drinkng age was 18, they changed it to 21 in 1982...i kno this because my dad was 18 at the time and they allowed him to continue drinking...same with this since they were convicted of a crime regardless of the new legal status, they must serve their time...nothin like the us govt..

If a person were just busted or even wanted before the law changed, they would still be on the hook.
But a governor or president could declare amnesty for them.
Convicted persons would need a pardon.
