You can. Just not here, at least not without the possibility of account deletion/banishment. But sure, people are free to use illegal substances and talk about them in other places as much as they want. Our owner didn't change the rules of the Internet or alter anyone's freedom to choose to use illicit substances. He simply changed the rules for the site he owns.

Well, it's pretty simple. The point is to make this a site for adults and to raise the maturity level and lower any potential liability at the same time that these boards might incur from having kids here.
