Are they talking about making it completely illegal in canada? What's the law at present.....medical or otherwise?

Pot is illegal in Canada, but tolerated. I live in Vancouver BC there supper mellow here. There are smoking cafes. Stores to learn how to blow your own glass pipes. The pot district downtown has about 4-5 huge seed banks and tons of hemp stores. Pot is being smoked freely every where. 1-10 people that get busted for growing dope have to go to court, 1-10 of those get found guilty, average sentence is about about 1000$ dollars for court costs and a few hundred community hours.
