This guy used 9 18watt CFLs (162watts) thats giving out light equivalent to 900 watts. Would this be a good option for a grow light?

Not really, because the lamps are pointed in lots of different directions. You'll need something that will focus a lot of light on a relatively small area. Also, that's the light equivalent of 900 incandescent watts, but that would still be less than the light given off by a 250-watt metal halide or high-pressure sodium lamp.

yes it could work but the space cant be to big and you cant have to many plants it would work
mount the lights straght down on a board an hang em in your space with white walls or mylar or ten foil with fan

Tin foil = hot spots = bad. Flat white and mylar are ok, but not foil.
