My other plants seem to be doing just fine, but this guy (about a month old), has several problems.

Conditions:
78* F
40-50% humidity
CFL lighting, with 1-2 incandescent (clear bulb) to raise the temperature
3x 12v computer fans for ventilation 24/7
18/6 light schedule
Fertilizer: liquified worm poop, "enriched soil"
Water: tap water left to sit open for 24 hours minimum

Recent activity:
*Earlier in the day it was transplanted from an 8" to 14" pot (The root ball was extremely dense, the plant was probably root bound)
*Started using 20-20-20 liquid fertilizer about 10 hours ago, mixed with water.
*Soil is probably a little too saturated with water at this point, atleast today.
*Plant was topped 2 days ago

Problems:
frequent wilting of the top leaves (not to the degree shown in pictures)recent (within the past 2-3 days) yellowing of the lower leaves
recent (within the past 10 hours) dark spots on a couple leaves

Can anyone help?!?!?!

They look possibly overwatered. Also they might be experiencing transplant shock- I have rarely seen it in cannabis but it is possible.
I'm wondering about your fertilizer too. 20-20-20 is not a good mix for cannabis in any stage of life. You need a lot lower P and K atm, but you still need the micronutrients, so a cannabis-specific fert is the absolute simplest option.
The last thing I would double check is that the ventilation is adequate. Adding another fan might not be a bad idea.

Wait- looking at the pictures again, when you transplanted, did you bury the stem deeper than the node where the cotyledons originally had been? That's good for tomatoes... but weed does not like it!

As for the fertilizer, there has only been a single application of it thus far. When I transplanted the plant I buried it to the exact same level it was before.

I just checked my plant since last night, and the leaves have perked up about 60% on the entire plant. The 3 dark spots however have not changed at all, in intensity / size / number. There as been no increased yellowing yet.

Also- Was it alright that I took scissors to cut off the yellowed leaves at the base?

yeah that should be fine.
okay good about planting depth, we can cross that one off the list.
perkiness, good.
you will need SOMTHING for plant food, you said the soil was a little soggy atm, so giv eyourself a day or so to hunt around for a good fert, and then start feeding it at half strength because your soil sounds very rich, and if you see no burns after a week, go up to full strenght.

Well, just yesterday i mixed in 20-20-20 with water into the soil, so I don't know if I can re-fert this readily even without it being full strength...

Is it possible that next feeding I just use nitrogen only, as there would probably be enough P + K in the soil already from previous feeding?

You COULD flush out your soil entirely and start from scratch, which is often the best solution.
Wait until your plant needs to be watered
Run 3x the volume of the pots worht of water through it (measure runoff pH to check for problems).
Then immediately water with the correct nutrient solution at half strength to replace the lost nutes.
This fix works WONDERS for problems related to feeding and lockouts.

set your "ph" between 6.5-6.8...quit overwaterin.
